Plugged In: How Cities Are Leading the Charge on EVs

Cities around the nation have implemented clear zero-emission vehicle goals, policies, and programs that make electric mobility more accessible and affordable for their residents and visitors alike. These efforts are a critical piece of the overall national efforts to accelerate EV adoption and are often overlooked in the discourse surrounding the industry.

This panel discussion features the top EV-friendly cities in America as they speak to the creative strategies they have successfully implemented for equitable access to EVs throughout their communities, how they collaborate with the private sector, and their progress towards an all-electric future!

Ellen Kennedy

Principle, Carbon-Free Transportation

Rocky Mountain Institute

Ellen Kennedy is a principal on the Carbon-Free Transportation team at the Rocky Mountain Institute and manages its Clean, Equitable, Efficient Transportation initiative.

Ellen leads an interdisciplinary team focused on equitable charging solutions for multifamily communities; mode shift to electric light-duty, micro, and shared mobility options; and decarbonization strategies connecting land use, housing, and transportation.

Jordan Losiak

Senior Business Program Manager, Beneficial Electrification

ComEd (an Exelon Company)

Jordan supports Commonwealth Edison’s (ComEd) Beneficial Electrification efforts to drive the use of EVs in northern Illinois.

He leads ComEd’s EV Business & Public Sector EV Fleet Purchase Program, guiding customers with a simple and cost-effective path to fleet electrification. He has led this program since its launch in April of 2024, working with stakeholders, communities, and multiple commercial businesses to ensure interested parties are aware of resources made available to them.

He has been an advocate of energy efficiency, previously working in ComEd’s research & development department, supporting a variety of pilots, including being the lead on cold climate heat pump water heater adoption.

Evan Johnson

Electrification Program Manager

City of Pasadena

Evan has worked for the City of Pasadena for 15 years and is in his fourth year with Pasadena Water and Power as the Electrification Program Manager. He specializes in installing electric vehicle charging installations, which include a mix of public, commercial, and multi-family housing locations.

Evan’s love for both nature and cars is a great fit for his position while building and managing an EV charging network to power the next generation of technologically advanced vehicles. Evan enjoys tackling complex problems around the adoption of electric vehicles that will have a significant impact on reducing greenhouse gas emissions in California, as well as creating new ways for Pasadena Water and Power to modernize as electrification of vehicles and buildings are incorporated into the grid.

Austin Energy

Bobby joined the Austin Energy team 12 years ago and currently manages the EV Community Engagement Program.  After more than 20 years overseeing management and marketing efforts for 5-star global hotels, he has used his expertise in customer experience to create a vision for EV education designed to foster dialogue with the community on why Electric > Gas.

Bobby has held progressive leadership roles in developing and deploying award-winning projects, including The Electric Drive Sustainability Showcase, the Austin Energy Auto-Dealership Initiative, and is the business lead who deploys engaging marketing campaigns, including “StEVie the EV-Loving T-Rex” and “Electric>Gas.”

He has personally discussed the benefits of EVs with thousands of AE customers one-on-one at outreach events, given news/radio interviews, and is a passionate industry speaker promoting effective city/utility EV outreach programs.

Rosa Davies serves as the Business Development Director at Veloz. She has six years of institutional knowledge in public charging and an overall 10 years working with renewable energies. Most recently, Rosa served as a Business Development Director with prior experience as a Site Development Director expanding EVgo’s national footprint though out their early hyper-growth stage. Rosa has a deep understanding of the nuances behind charger placement, design, and development.

Rosa has a Bachelor of Science in Business Administration from Cal State Northridge and enjoys traveling the globe and hiking local trails near home in Portland.
