Arnie Sowell is Executive Director at NextGen America.  NextGen America was founded by Tom Steyer and works to advance progressive policy solutions in the areas of climate change, income inequality, and the fundamental rights of every American.

Sowell manages the NextGen America California policy team and coordinates their legislative, regulatory, programmatic, and political activities, including their work on electric vehicles, renewable energy, water, education, healthcare, affordable housing, immigration and criminal justice.

Before joining NextGen, Sowell spent more than two decades in the California State Assembly, serving as policy director for five Speakers with responsibilities across an array of legislative, fiscal and administrative issues.

Sowell was appointed deputy secretary in the State and Consumer Services Agency in the Davis Administration and started his career at the Legislative Analyst Office.

He is the proud father of three and holds a Master’s of Public Policy from the University of Washington.
